Idris Yusupov appeals against his "prophylactic recording"

Idris Yusupov, a Dagestani journalist of the edition "Novoye Delo", has appealed against his putting on the "prophylactic registry" and demanded to punish the perpetrators. He sent the appropriate application to the Investigating Committee of the Russian Federation (ICRF), the General Prosecutor's Office (GPO), the Ministry of Internal Affairs (MIA) and the head of the Presidential Human Rights Council (HRC).

The "Caucasian Knot" has reported that on September 11, during his visit to Moscow, Yusupov was three times stopped by power agents and learned from them about his putting on the "prophylactic record".

Dagestan is actively using the practice of such recording. Rights defenders point out that it is often done without due reason, for example, due to the fact that a man wears a beard and visits a mosque.

Mr Yusupov has noted that he had not admitted any offenses or antisocial behaviour prior to his "prophylactic recording" on August 12, 2016, and after it.

He stressed that putting him on the record was a violation of his rights.

Earlier, employees of the Human Rights Centre (HRC) "Memorial" have prepared an instruction for the people put on the "prophylactic record".

Meanwhile, the majority of registered persons do not try to appeal against power agents' actions.
