Journalists: Dagestan takes ineffective measures to prevent young people from joining underground

Law enforcers have worked out the ways to combat specific armed groupings; however, the problem of systematic recruitment of new fighters for militants remains unresolved. This was stated by editors-in-chief editor of the Dagestani editions, when they commented on a special operation in the Samur forest.

The "Caucasian Knot" has reported that on September 4, the counterterrorist operation (CTO) legal regime was introduced in the Magaramkent District of Dagestan. In the course of the special operation in the vicinity of the village of Samur, three suspected militants were killed. One law enforcer was killed, and two others were wounded.

Special operations carried out in Dagestan can be effective for killing militants; however, they do not guarantee the final elimination of the armed underground. This opinion was voiced by Mairbek Agaev, the editor-in-chief of the "Chernovik" (Draft).

He explains his point of view by the fact that the law enforcement bodies fail in trying to understand the very causes for replenishment of the ranks of the armed underground.

According to Milrad Fatullaev, the editor-in-chief of the agency "Derbent", the problem with the completion of the ranks of militants may be solved in case of appropriate instruction to the law enforcers bodies and political will.

"I believe the authorities may be interested to enhance the presence of law enforcers in the region and thereby reduce the civil activity," said Milrad Fatullaev.

Earlier, the doubts about the effectiveness of prevention of youth people joining the armed underground have been expressed by participants of the roundtable held in Moscow on June 27-28.
