Experts: Kadyrov ignores Putin's ban on burning down houses in Chechnya

Ramzan Kadyrov is openly ignoring the double-voiced message of Vladimir Putin, which forbade destroying houses of militants' families, experts assert.

The "Caucasian Knot" has reported that on May 9, two armed men attacked a checkpoint in Grozny, as a result six policemen were wounded. According to the Ministry of Internal Affairs (MIA), the attackers were identified as the 28-year-old Shamil Djanaraliev and the 25-year-old Akhmed Inalov. On May 11, mass media reported the burning down of their houses. Last night, according to the "Chernovik", in the village of Kenkhi, Sharoi District of Chechnya, unidentified masked men burned down the house of Ramazan Djalaldinov, who had complained to Putin about corruption in his district.

After the militants' attack on the city of Grozny on December 4, 2014, Ramzan Kadyrov stated the introduction of collective responsibility of militants' families for militants' crimes and promised to expel them outside the republic and demolish their houses.

After these Kadyrov's words, until December 18, 12 houses of militants' relatives were burned down. On December 18, Ksenia Sobchak, a reporter of the "Dozhd" TV Channel, at the annual press conference, asked Putin whether he intended, as a guarantor of the Constitution, "to protect citizens from pre-trial executions."

"As a rule, relatives of people who commit terror acts are aware of that, but it does not give the right to anyone, including the head of Chechnya, to commit any pre-trial executions," said Vladimir Putin.

Apparently, these Putin's words were ignored in Chechnya. After the above Putin's harsh assessment, at least six houses were destroyed in the republic. Of them, one house was ruined just on the day of the press conferences; and two more – in the following days after the president's order.

The methods used by power agents, are in contradiction with the words of Russian President Vladimir Putin, who had called the destruction of houses unacceptable, said Dmitry Oreshkin, an independent political analyst.

According to his story, "no matter what Putin says about 'unacceptable things', Kadyrov's answer is the same – 'I don't care'; and Putin accepts it."

The direct burning down of houses is a direct "Kadyrov's message to Putin," the analyst believes. "Say, here we know ourselves how to live and manage people," Mr Oreshkin is sure.
