For first time in Russia, Chechen driver deprived of his driver's licence for failure to pay fines

The Naur District Court of Chechnya has pronounced the decision to suspend the driver's licence of a resident of the republic for his failure to pay fines in the amount of 13,000 roubles.

The Federal Law No. 340-FZ of November 28, 2015 provides deprivation of the right to drive motor vehicles for debts for utilities, unpaid administrative fines or child maintenance for the amount exceeding 10,000 roubles. The Federal Law came into force on January 15, 2016.

"Last week, our republic has pronounced the first decision in Russia under the above Federal Law. The Naur District Court of Chechnya has issued a resolution to temporarily deprive a resident of the Naur District of Chechnya of the right to drive a motor vehicle until his repays the fines amounting to 13,000 roubles. In case if he violates the ban, he can be deprived of the driver's licence for a period of 12 months," the "Caucasian Knot" was told on February 18 by an officer of the Department for the Chechen Republic of the Federal Service of Bailiffs.

The "Caucasian Knot" has reported that in Chechnya, car owners have criticized the law providing deprivation of driver's licence for debts and claimed possible abuse of power by inspectors of GIBDD (traffic police).
