Volgograd: participant of "Three Piglets" action arrested for "manifest disrespect for society"

Protocols on administrative offence were drawn up against the participants of the action "Three Piglets" held on August 31 in the building of the Government of the Volgograd Region. Six people have been fined, and one more is still in detention.

The "Caucasian Knot" has reported that in the building of the government of the Volgograd Region activists of the regional branch of the Communist Youth Union held a protest against liquidation of pigs in the region following the outbreak of African Swine Fever (ASF).

According to the press service of the Chief Department of the Russian MIA for the Volgograd Region, on August 31, the Tsentralny District Court of Volgograd sentenced to 15 days of administrative arrest "a 30-years-old resident of Volgograd under Article 20.1 of the Administrative Code (petty hooliganism)."

"It was established that he and several other Volgograd residents, while in the building of the Government of the Volgograd Region, put on dresses of piglets and masks and entered the reception of the Governor," said a source from the press service.

According to his version, "while making a video of the action, they expressed dissatisfaction with measures taken in connection with the quarantine caused by the ASF." "Leaving a toy pig in the reception, they left the building," said the source.

According to Article 20.1, part 1, six performers were fined by 1000 roubles each "for breach of the public order in the form of expressed disrespect of the society." The video operator is still in administrative detention. On September 3 in the morning a petition will be submitted to the court asking to reduce the detention term.

As stated in the appeal, delivered to the Governor by young Communists via secretaries, they demand to "stop the ruthless and wanton liquidation of pigs; stop the quarantine lawlessness in the Volgograd Region, and compensate the actual losses suffered by farmers and collective farmers affected by the ASF."

The Volgograd Inter-District Nature-Protection Prosecutor's Office notes "outrageous" facts of inaction of local authorities. The "Caucasian Knot" correspondent was informed by Valentin Serdyukov, the senior assistant of the Volgograd Inter-Regional Prosecutor, the supervisory authority had revealed, together with the management of the "Rosselkhoznadzor" of the Voronezh and Volgograd Regions, such facts in the Svetloyarsk Municipal District.

"Despite the fact that the district is within the second threatened zone, no recount of the swine stock was made in the settlement Svetly Yar, which prevents efficient control and monitoring of the restrictions imposed in the second threatened zone, in particular, the ban on importing pigs into farms and dwelling settlements," said Serdyukov.

The prosecutors believe that the passivity in prevention of spread of ASF in the first threatened zone - in the village of Dubovoy of the Privolnensky rural settlement - had to do with the absence of the duly equipped security and quarantine post on the road leading to the borders of the first threatened zone.
