Ingushetia: 108 victims of armed conflict in 2011

In 2011, at least 108 people fell victim of the armed conflict in Ingushetia; of them 70 persons were killed and 38 more wounded. The number of victims is more than three times less than in 2010, when the count was 326. These are the results of calculations of the "Caucasian Knot", based on the data from its own correspondents and information from open sources.

Explosions and terror acts

In 2011, Ingushetia recorded 29 explosions, including two suicide bombings. The first of the latter was triggered on March 4 by Khamzat Korigov at attempt of his detention by law enforcers in Nazran. Apart from Korigov himself, nobody was killed or injured. The second self-explosion took place on July 12 at the road-patrol post in the village of Galashki, Sunzha District. Apart from the suicide bomber, nobody was killed or injured.

In 2010, Ingushetia saw two suicide bombings, while the total number of explosions and terror acts was at least 40.

Losses among power agents and underground fighters

According to reports of law enforcers, in 2011, in Ingushetia, the losses among the members of the armed underground made 40 persons. The figure includes suicide bombers and militants liquidated by power agents.

Besides, at least 23 persons, involved, according to the police, in the armed underground, were detained.

The "Caucasian Knot" emphasizes that the statistics on the members of the armed underground deals with those, who were declared as such by law enforcement bodies.

Within the year, from among the employees of power agencies in Ingushetia, at least 19 persons were killed and 32 more injured as a result of attacks, bombings and armed clashes.

In 2010, according to power agents, there were 63 killed members of illegal armed formations (IAFs), and 27 members of this category were detained.

From among law enforcers, in 2010, in total, 31 persons were lost and 133 more injured.

Thus, in 2011, as compared with 2010, the number of liquidated members of the armed underground went down from 63 to 40, and the number of detainees – from 27 down to 23.

The count of victims among law enforcers went down from 164 to 51, or more than three-fold. The number of killed power agents dropped from 31 down to 19, and the number of injured ones – from 133 down to 32, or more than four-fold.

Victims among civilians

The confrontation of security forces with the members of the armed underground is affecting the civilian population. Civilians become victims of the glowing conflict; in 2011, there were 17 such persons in Ingushetia.

In 2011, as a result of terror acts, explosions, shootings and attempts, 11 civilians of the republic were lost, and at least 6 civilians were injured.

In 2010, this figure in Ingushetia made 40 casualties and 59 injured persons, that is, 99 victims among civilians in total, more than five times higher than in 2011.

In the context of the glowing conflicts, we also see kidnappings and disappearances. In total in 2011, Ingushetia registered at least 15 such cases. In 2010, the figure was at least 18.

One should understand that the above statistics cannot reflect with 100-percent accuracy the count of victims in each of the categories highlighted in the survey. Not all the data gets into news items. It is not always possible to check the reliability of law enforcers' data. There are difficulties in identifying human remains – the deficit of adequate laboratories is still an acute problem; and it tells on the timing and quality of examinations.

Figures reflect the tendency to stabilization

If we compare the total number of victims of the armed conflict in Ingushetia in 2010 – namely, at least 326 people, 134 casualties and 192 wounded persons, – with the data for 2011 – namely, 108 victims, including 70 casualties and 38 wounded persons, a significant improvement of the situation becomes apparent: a more than three-fold decrease in the number of victims.

In this review, the calculations for 2011, as compared with 2010, show decrease in the number of victims in each of the listed categories, which confirms the conclusion about the trend towards stabilization of the armed conflict, reached in the country in 2011.

By the outcomes of 2010, Ingushetia was the second highest by the number of victims of the armed conflict among the regions of the North-Caucasian Federal District (NCFD). However, after the first half of 2011, the republic moved, according to the statistics and analysis of the "Caucasian Knot", to the fourth place, and remained there as of September 14, 2011, and after 11 months of 2011.

The stabilization trend in Ingushetia is confirmed also by the Autonomous Non-Commercial Organization "MASHR". According to their data, in 2011 the number of murders in the republic made half of the figure for 2010 – 160 against 80.

"While in 2009 we had 304 casualties, in 2010 – 160, in 2011, according to our preliminary data – 80 lost persons. We see a sustainable downward trend in the death toll in the territory of our republic," Magomed Mutsolgov, the leader of the ANCO "MASHR" and the author of the blog run on the "Caucasian Knot".

The statistics of the "Caucasian Knot" is somewhat different from those presented by the "MASHR", since the "Caucasian Knot" is counting the victims of the armed conflict without taking into account domestic and purely criminal incidents.
