Melkumyan, Naira Rafaelovna
Born in 1953 in Yerevan. In 1976, graduated form Philology Department of Yerevan State University, where she taught after graduation. Since 1990, worked in the Supreme Council, and since 1993 - in the Ministry of Foreign Affairs of the Republic of Armenia. Since 1995, was a deputy representative, and since June 1997 - permanent representative of Nagorno-Karabakh Republic in Armenia. Since October 1997, is a Minister of Foreign Affairs of Nagorno-Karabakh Republic.
Participated immediately in the process of Karabakh conflict reconciliation within the OSCE's Minsk group. Represented Nagorno-Karabakh Republic's position in a number of international organizations and in scientific and research institutes. Master of Philology (kandidat filologicheskikh nauk). Has a diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
Married, has a daughter.
