In Sochi, employee of prosecutor's office supports Major Dymovskiy

On November 17, Captain Alexander Popkov, a valid worker of the military prosecutor's office from Sochi, placed his video appeal in the Internet, in which he confirmed earlier statements of Militia Major from Novorossisk Alexei Dymovskiy.

The "Caucasian Knot" has reported that on November 6 Alexei Dymovsky, senior operative officer of the operative-search division of the Novorossisk UVD (City Interior Department), placed two video appeals in his own website, telling about numerous malversations of militia bosses and asking Prime Minister of the Russian Federation Vladimir Putin about a personal meeting.

"I'd like to confirm the words about the humiliating, shameful financial status of most militiamen," said Mr Popkov in his video appeal. That is why they are forced to look for any additional earnings, mainly illegal. Everyone knows about it; nothing should be proved here."

In his opinion, the problem is not so much in the militia, but in the system; the same refers to Russian schools and hospitals. According to his version, the primary goal of his work is in pursuit for figures. Nobody worries about the real order in the troops, rights of officers and citizens, or human fates.

The reported figures are boosted in different ways - for example, one case is quickly multiplied into two or three. All of them have unique prospect - a court trial. Termination of a case means a minus in work, missed "stars" on epaulets and lost posts.

When a criminal case arrives to the court, everybody - judges, public prosecutors, inspectors and advocates - understand that there will be no acquittal, as the video appeal continues. The system of criminal procedure is directed not towards finding out the truth but to convicting a person by all means, as the captain asserts.

According to Mr Popkov, under the law an inspector is an independent official; but in practice - it's just a clerk, who fulfils orders of his bosses. Now, there are one-two bosses per one inspector, the "Echo Moskvy" Radio reports.

Under Mr Popkov's statement, the Russian criminal-remedial system "is extremely formalized". He asserts that protocols run not what the interrogated persons say, but what inspectors need, as the "Gazeta.Ru" Agency adds.
